Our History
David Neathery’s Water Industry Legacy Began in 1958
The Rainstopper story begins with our founder and patriarch, David Neathery. David brought together three qualities that would shape his 60-year career in the water and sewer industry: a love for people, a talent for creative problem-solving, and a deep commitment to service. Along the way, he became a trusted associate to industry leaders, a mentor to many, and a friend to everyone who crossed his path. That legacy continues to guide Rainstopper today.
1965
BUILDING A LEGACY

1965 – Bossier City, LA:
David excelled in selling a new line of pump seals and packing, establishing himself as a rising force in the industry.
1969
BUILDING A LEGACY

David co-founded East Texas Service, providing PVC pipe and fittings to water and sewer contractors. That same year, he launched Southwestern Packing & Seals, the company that would eventually evolve into Rainstopper.
1974
BUILDING A LEGACY

Southwestern Packing & Seals celebrated its first million-dollar month.
1985-86
BUILDING A LEGACY

East Texas Service was sold so the family could focus entirely on Southwestern Packing & Seals. Soon after, stainless-steel Rainstoppers entered production, cementing the company’s reputation for quality and innovation.
2005
EXPANDING & INNOVATING

Southwestern Packing & Seals and WBE Dorcas introduced manhole rehabilitation products, expanding into solutions for both inflow and infiltration.
2018

1967
BUILDING A LEGACY

1967 – Shreveport, LA:
With an entrepreneurial spirit, David founded his first business, Mechanical Seals and Packing, from the garage of his family home.
1972
BUILDING A LEGACY
Construction was completed on a new distribution facility, later becoming Rainstopper’s manufacturing headquarters.
1981
BUILDING A LEGACY

The company patented and manufactured the first HDPE Rainstopper.
1994

2016–2017
PASSING THE TORCH

David began mentoring the next generation. Alexandra Ellis joined in 2016, learning the business from the ground up. Jordan Ellis and Harry Hermes IV, David’s grandsons, followed in 2017, continuing the family tradition of hands-on leadership and preparing for the next chapter of company growth.
2019
A NEW CHAPTER

Southwestern Packing & Seals officially became Rainstopper. The company carried forward David’s philosophy of simplicity, value, and relationships, solving I&I challenges with fresh energy from the next generation.
