Rainstopper is a third-generation, family-owned company dedicated to eliminating manhole inflow and infiltration (I&I). Since the early days of the Clean Water Act, we’ve delivered American-made solutions that communities nationwide can trust.

Our story began in 1969 when David Neathery founded Southwestern Packing & Seals, now doing business as Rainstopper. From the start, David’s focus was clear: reliability, integrity, and solving tough infrastructure challenges with practical solutions.

Today, we carry forward that same vision. Over the decades, Rainstopper has built deep relationships across the water industry, helping communities throughout the United States strengthen wastewater systems. With every project, we bring:
